In 1986, still eight years before the cease-fire, the New Ireland Group hosted a 'Peoples' Convention' which attracted over 200 participants. They included everything from the Official Unionist to Sinn Fein, and even the political wing of the UDA. They sat in a circle, they paused for silence, they voted in an MBC on the constitution, and thus a consensus was identified. (A full report is in the political section of the Linen Hall Library.)
